Timer settings in template#51

Could the timer settings be put into the template? NCAA uses down count. Along with Futsal and Beach. This along with adding Referee positions into templates would be a great stop gap until a dedicated Futsal and Beach version happens.

This would be great if this could be added as an option. NCAA and NFHS counts down and having it pre-set in templates would be awesome.
