Sync the time with the Asst Referees

While being able to sync would be valuable, this runs into one glaring issue: what if the referee stops the clock and forgets to restart it? R6 could make any of the crew able to start and stop the clock, but then you run into another issue: what if one of the assistants accidentally stops the clock?

Additionally, this would require all referees on the match either to have their smartphones on them, or to have their watches be cellular-enabled.
